Dr Mahesh Uppal is the Director of Com First (India), a company based in Delhi that advises on policy, regulation, and strategy with a focus on telecommunications and internet. He was educated at St Stephens’ College, Delhi, Indian Institute of Technology, Kanpur, and City University, London. His work deals with telecommunications in various roles, including as a major industry, public utility, and a tool to enhance development, productivity and competitiveness.
Dr Uppal has over 25 years of experience in advising major national and global corporations, industry associations, international development agencies, and government and civil society organizations. He contributed extensively to creating the Telecom Regulatory Authority of India (TRAI).
Dr Uppal has contributed to most debates in India’s communications sector. Uppal’s comments on telecommunications and related issues are frequently featured in newspapers, radio, and television in India and overseas.
